The Architecture Problem

Engagement dropped 7 points. Leadership discussed it. Three months later, two engineers resigned. The data was there. The meaning wasn’t.

Most organizations run on two layers:

Layer 1: Measurement - VoE surveys, engagement scores, dashboards. Data that shows what changed.

Layer 3: Action - Initiatives, interventions, town halls. Responses to what the data showed.

What’s missing is Layer 2: Interpretation - the layer that explains why the numbers moved and what they actually mean.

That interpretation changes what action makes sense.
